Some quests not acceptable

The quest I'm concerned with is the one for a job change at lvl20. It's there, but I can't select or accept it. Has anyone figured this out?

Where did you try to accept the lvl 20 job change quest?
From Guard Captain Shutian? No No..
You can take the lvl 20 job change from your skill master (depending on you class ofc
)

Yes, it was the skill master. I went directly to the Guard Master in FoM, a little pre-maturely. 
As for the other quest, it's the earliest one which rewards pants (from the skill master in roumen). It can't be completed because it offers selectable rewards and doesn't show the option to choose. So the system will echo 'you must choose a reward' which I can't.
Anyway, thanks for pointing me in the right direction.
