change from 99 to 9919

Hey,
I was wondering how i can switch from 99shine to 9919shine?
will same ID work or do i have to get a referral from some1 and send to a staff?
and was also wondering wat skills u get 100+ for mage?

Also im not sure about the 100 mage skills.
